The License link is missing on one of my Wikidot sites and present on another. Why?
I think the License link is only available on Pro sites. Is someone else the Master Administrator on the site that shows the license link?

I have no Pro sites. I am MA on both sites.
Another possible clue: I set up one site about Oct 2009 and it has License link in Managesite. I set up second site early Mar 2010 and it has no License link.
More information.
These sites are currently private but if you have some super-high permissions…
The site http://LEDybug.wikidot.com was made about Oct 2009 and has License. The site http://LEDybugRFQ.wikidot.com was made early Mar 2010 and does not have License.
It's normal - the license option was removed for free sites but those that were already using it kept the option…
