The question is really : are YOU the owner - the master admin - of this help site or not?
Go to your account sub tab https://www.wikidot.com/account/sites and click for a search on "Master administrator".
If the wiki is selected and shown on the right side than YOU are the owner.
If not than you should create a page "system:members" like we have on the handbook: http://handbook.wikidot.com/system:members
with the following source:

The outcome of the last module Members ( group="admins" ) show all the admins and also the Owner/master admin marked by Master Administrator.
You can than ask the existing Owner to "transfer the master admin" to you. ( If you have the new Pro+ status!)
