I want to instal a custom banner. I figured out that it goes in the #header of the CSS but I don't know where to upload the actual file so that it can be accessed by the CSS.

You can look at my Custom theme, which includes a banner, in a previous forum entry at: http://community.wikidot.com/forum/t-370033/custom-themes-worked-but-then-stopped-working#post-1198273. I was having trouble with the entire custom theme showing up. So, the material after my CSS coding may be helpful as well.
