It would be nice to be able to hook the site title and tagline to a specific category. Why? Here's an example:

I have my site in english and in finnish. The english title is "Exercise database" and tagline "for trumpet players, students and teachers". This would be the default. In finnish the title would be "Harjoitustietokanta" and tagline "trumpetinsoitonopiskelijoille, -opettajille ja harrastajille" and this would be associated to fi: -category, just like for example the top bar is.

This is very easy to achieve. You've already used an image for the title and tagline on the exercise database site. So all you need is another image with the Finnish text in it.

In your CSS you put the English header as background-image into the #header rule (although I see you've used the #header-extra-div-1 rule which is fine).

Then add a second codeblock underneath the first on your CSS page, import the CSS from the first codeblock and then add a new #header background-image rule for the Finnish text. That overrides the first background-image with the English text in it:

[[code type="css"]]
@import "http://YOURSITE/code/1";
#header {
    background-image: url(http:// etc etc;
[[/code]]

Then go to to site manager ->appearance -> themes and leave the default external theme as /YOURCSSPAGE/code/1, but for your Finnish category use a different external theme of /YOURCSSPAGE/code/2.

I use this frequently and the #header-extra-div rules to change the pghotos at the top of pages depending on the category a user is in.

I don't know what the extra div is about, I just copied that from a logo tutorial somewhere (I think it was Pieter's old blog post)…
