I've started to revamp our old website (trying to with css) but I really just have hit the point of my whole idea looking like barf. Our old website is here and it's nothing fancy just a local game my highschool plays (link is ballengerearth.wikidot.com), but since I tinkered with html a while ago I thought I was up to the task but i am not. Currently the new website I'm trying to create is ballenger.wikidot.com and it just looks like barf. If you guys (or gals) have any ideas or help please reply.
Welcome on Wikidot!
The problem is always the "design" of such a site - the tree of pages inside the categories, the menues left side or top, the welcome/ start Screen , the "help" System dfor Newcomers and so on.
And this is for me best done on the paper !
The technical layout building is more depending on the outcome of the "paper-design".. using CSS over the whole site, or as simple as possible without CSS.
There are some very good points in our community collection of help pages:

Hello, and welcome to the community.
Building a CSS theme from nothing is quite difficult, even I often struggle to do so.
You may find it easier to use an existing theme that you like, and then make alterations to it (e.g. colour changes, change the font, increase/decrease padding on elements, hide certain things). Such small changes can be a lot simpler to implement, but they'll have the large-scale effect that I think you are looking for.
Good luck in your learning.
Update: Oh, and I would highly recommend the following community-built Wikidot site as a good resource: http://css.wikidot.com/
