If I want to provide a link to edit an entire page, the url is http://name.wikidot.com/wiki:test-page/edit/true
Is there a similar one for just an individual section within a page?
I think this is not possible in this way.,.
you always need the "Edit_Section" button switched ( in the "+Options" at the page option buttons ) for such "edit" buttons at the header lines.
But this works only for one render… after a refresh these edits in the header line are gone again.
But what you can do is insert after every header a standalone button :
[[button edit-sections text="click here to allow the edit of the sections alone"]]
Which could not work here in the forum - there are no sections.
But with the usage of this standalone button (copied from the page options) the "edit" appears at the header line and it is only a click away from editing the section alone.

I agree with what Helmut stated - the best option available at the current time is the edit-sections button, and you can use the code in his post to achieve that. The text is customisable.
However, you mentioned the magic urls. If you wish to see a list of them, I wrote a blog post on the feature when it was first introduced:
However, none of them will solve your need to edit page sections with a link.
