is it possible to restrict access to a wiki by the users IP address ie just one ip address?

No, you can only do what Brunhilda suggested, and to block IP addresses. You can't do what you want and to only allow a certain IP.
However, making the site private, and having yourself as the only member, will achieve the same thing. One page will be visible to everyone and the rest will only be visible to you. By default, the visible page is system:join, but this can be changed in the Site Manager.

If your site is open (meaning IP can edit pages), you can block a single IP address which means that this IP will not be able to edit any more.
If restricting access for a single IP means that you want to prevent this particular IP to see the contents of the site, it is not possible.
You can make your site private, so only members of the site can see the contents… In this way, no IP can see the contents of the site…
