Oh, logout and visit the page /system:join .
If it seens "This site does not allow password to join", login again and visit /_admin , press "safety" then press "Access policy" to change it. Then put the link "/system:join" to your sidebar(/nav:side) or your topbar(/nav:top)

If you want to invite a member by email, you can go to /_admin , too.

I'm a Chinese, I don't know the words in English Admin Panel and there may be some grammar mistakes…
