For the highlighting section link, I am referring to the anchors that appear before the citation. If you select one of the interpunct's in the article prose, it will scroll down to the bottom of the page, however, if the reference is alphabetically low, say, at the end of the sentence "Lowlife says…", where it references an author with the last name of Thrasher

the page bottoms out, making the citation within the Bibliography section indistinguishable. To highlight the reference, with the same marking as with Zine Prolifery from the Table of Contents, would solve the bottoming out issue.
The anchors are invisible, but, if the anchors have a display text to highlight, it may work. And as you have helped me realize, if the same system used for generating the Table of Contents and Sections, is transposed for section link and anchors within the article, that may work, too.
Regarding the line break, if the "[[include citation" does not receive its own line, such as
